He will lie, cheat, and steal and does not give a damn about you or anyone else as long as he can get high.

I will refrain from saying how I would handle the situation, but the odds of you ever seeing that money again are slim and none. Might as well get your money's worth another way.

For what it's worth, I lent Dustin $10k probably about 18 months ago, had a pretty frustrating experience similar to OP's where Dustin would make promises about when he would pay me back that he couldn't keep (and seemed to have no intention of keeping), but I believe about 5-6 months after I lent him, Dustin paid me back even with a little extra.

I guess when you put it all together, Dustin has good intentions as far as paying back debts, but the way he conducts himself in order to try to stay afloat when things aren't going well is intolerable with all the lying.

Gamblers run money up and go broke, I guess OP should hope Dustin runs some up. That having been said, I'm sure OP is bothered almost entirely on principle by the situation since $9k ought to be nothing to him.
