On one side, there is no fold equity from MrF, so I'd not expect bluff. On the other side, with this pot odds, you should call. There are no infos about the HUD or your history with the player, but on low stakes, it can be some crazy try, may be he thinks he's vaule betting set or two pairs or he can have the same hand as you. From my point of view, there are only few flush combos he should have (no matter that he shouldn't call anything) is KT (K9) of clubs. Would he x/r e.g. T9 of clubs or 89 of clubs? I don't think so.

PSA: I'm a total fish so someone else is going to have to back me up here.

He could have:

KTcc, K9cc, K8cc

But couldn't he also do this with JT, A4, KQ? If so you have 3 combos you're losing to and like ~10 combos you're beating so you have to call. To make this a losing call you'd have to narrow it down to

KTcc, K9cc, K8cc ONLY. If he has even one the hands mentioned above it makes it a profitable call right? Or no? Someone weigh in here.

I might check it back here when turn is 7 way with f draw and it gets there otr.. the chance that either of our opponents is holding clubs is higher the more multiway it is.

How many worse hands do we really get value from when we bet here? And is it worth risking to get that value when opponent will show up with a flush at a non 0%? Ace and 2p+ likely bets turn so our value targets is not a great amount of combos otr
