Turning 98o into a 4bet shove bluff pre-flop? Turning 98o into a 4bet shove bluff pre-flop?

Live €20 single day MTT.

Been sitting at the table with villain for like an hour, maybe two, I haven't played a single hand.
Villain and I are both regs in these tournaments, we know eachother to be at least somewhat decent tight players. Don't have much more than that on villain atm.

I "played" only one hand in the last 2 hours and villain 3bet me and I folded, everyone else was out of the hand.

I have about 25-30bb left and villain has me covered.

I'm on the button and it folds to me
I make it 3bb with 98o
SB folds
Villain on BB 3bets (again) to 9bb

Can hero profitably push here? Or is that way too out of line?
Against what type of players could this be a profitable bluff, if any?
Can we just call here?

Not the time for a 4 bet with trash here. Try having at least 50-60BB minimum for a start. You only want to do it vs active but good villians who know how to fold. I wouldn't do it vs tight live players.

What makes this a better move with 60BB?
I'd rather risk a 30BB stack than a 60BB one?
Why are active villains better targets than tight ones?
