Villain is a Reg, and I think that he only do this with sets and good draws.
What would you do?

check back the flop, that board favours his range much more than yours

He does it with air too because of the above logic

Regs do that move possible with nothing if they have reads on you, C bet is fine fold to the raise. Make a note on that player , keep in mind and move on.
