Flatting is definitely out, hands not strong enough for that.

The raise vs shove is always kind of interesting with a hand like TT because with your stack size I almost think a raise in this spot actually looks stronger than a shove and so then if you do just raise one of the blinds is more likely to fold a hand like 77/88/99 that might look you up if you jam here.

The biggest problem I see with just raising is that you will be leaving your self with basically 1 pot sized bet left on the flop and if one of the blinds does call and the board comes down something like 7KA are you really going to feel comfortable jamming into that flop? And what if they donk bet you all in, are you going to call on that flop?

I'm pretty sure jamming here is +EV whereas I don't think you can say that for sure about raising.

The raise is 5.6bb, you can't 3b for half your stack. That's why it's just a shove.
