It's not -ev per se but that doesn't mean it's the most +ev decision per se. Which isn't me saying that raising is 100% more ev but I kinda pref it with 18 blinds. You're not that short that you can't r/f steals still so.
Edit to not backpedal my wrong slightly mistaken advice above. But I ran it preflop+ and 9 handed UTG with 18 (It's 10 handed I know) and it has 88 at 0.04 which is basically negligible. So what happens is your range becomes just too strong/polarized for what you stand to win and risk. Cause when you get called you're flipping or crushed as a factor. Where as QTs is listed higher than 88 in the chart.
