Some of these guys are super passive, which makes playing the later streets tough.

Example: Guy limps in middle position, I raise in position with JJ. Flop is AT2r. He checks, I check. Turn is a blank, he checks, I bet, he calls. River another blank, he checks, I make a small value bet, he calls and rolls AQ.

I've played similar hands where I c-bet the flop, and their lines are always the same, check call with hands that beat me. How do I combat this? Give up every time I'm called? That doesn't seem optimum given there are often draws that miss.

Just check river? I guess you can pray that he will station off with a small pair or 10x but to go for value on the river seems kind of optimistic unless like you got a read? You also sound convinced they are somehow drawing yet you check turn and bet river?
