It says that when the flop is good for our range (say 976), we should have a lot of check-raise hands (balanced between value and bluffs).
And when the flop is not good for your range we should be more passive.

It does apply, and yea we still want to have bluffs. Though this is a pretty broad question and will depend a lot on stack depths, positions, hands, villain, etc. You are right conceptually; if villain is cbet n 3beting ripping 976 with a6 or 55 or w.e other nonsense you see, we can certainly be more value heavy with our check raises.

x/raising flops good for BB range is definitely a good play. Just be prepared to follow it up with a turn barrel on another good card if you get called.
