Villain is fish

i just called being "afraid" of the paired board and thinking that V would fold to any raise but i think afterwards that it was a big mistake.

98 is very very unlikely as is K9 so no reason to be afraid really ; also with a small raise i can get value from any 9x or smaller flush

Any thoughts?

i suppose we want to raise so we will have a nice river stack size to shove OTR right?

Is it not better to call and let V fire the third bullet OTR with all his range and then raise him? I know stack sizes are a little awkward , just making some wishful thinking

I agree. 2500 on the turn to setup a slightly under potsize river shove, assuming no 8 9 or 3 river.

Turn action depends a bit on reads imo - if you think V is the sort to barrel away happily with air then I like your line up to the point where you don't shove the river - If you think the second barrel means he has some sort of hand then raise the turn - shove the river

We wanna raise turn with the top of our range cause sometime we should bluff JTs give we would block 9T esp depending on if we have it suited in clubs or hearts to block 9Ts combos. Where as JTs blocks a lot of his backdoor spade possible hands.
