If I complete from the small blind or 3-bet from the small blind, is there ever a time when I should lead the flop?

In general, should I, and if so when, can I lead the flop?

I was just curious in general because I've read and seen a lot of people say that you should NEVER lead whether its from the SB or OOP in general, but when I watch players in some hands, I notice that some (good) player do in fact lead, and I also know that I have had good success in picking some spots to lead (aggression in general is good). Was just curious if other players had a leading strategy whether it was based on c-bets or board textures or range advantages and what not.

edit: I should also add my opinion I guess. I feel like leading relatively small OOP is a good way to get folds with some semi bluffs and also a good way to prevent opponents from peeling a free card with overcards. If I complete from the BB and flop a big hand, draw, or weaker pair, it helps to defend in some spots against PFR range.
