good spot to raise with gutter?

2 Questions here
1) Do I have the implied odds to peel a flop bet?
2) Is this a good spot to raise the flop bet with the gutter? I could be representing a 4 of course, but with such a dry board would I really want to raise a 4 or would it be better to call to entice another bet?
