Im a player that likes to see flops, my logic for this is 'I am an excellent postflop player, so it makes sense to put myself in many postflop situations as I can because here I am in my element and my opponents likely not'.

Because of this might call here and see what happens, He can have 77-99 or good broadway hands.. sure he can have jj+ but we do flop sets sometimes and we could possibly fold somewhere if we face alot of heat

Fold pre. With 31bb effective you don't actually have the stack size to make set-mining profitable vs a 4x open, and there are several stacks behind who could be looking for a spot to squeeze shove.

I'd call pre. If one of the shorties jammed I would call them. If the shorty jams and the original raiser rejams, then I will decide based on whatever info I had.

well 75% of the game is after the flop, so if you want to improve I suggest you start there, play some hu sng to get into more post flop situations
