Can anyone share 3 bet ranges in this spot? And are there situations you would deviate from these?

Situation: Final 3, I am chip leader with 24bb, 2nd in chips has 18bb and 3rd has 11bb. Payouts: 3rd=140 2nd=260 1st=400.

Button (nitty) raises to big to 17k, I have KQo in sb. In a vacuum, I feel this is a shove, pressuring the 2nd stack, he can basically never call unless he has a premium hand due to the ICM implications.

The problem here is the sb has only 11bb and if I shove and lose, I will be left with 6bb. Plus the small blind is a notorious limper that folds to shoves, which basically means I can simply ride into a guaranteed 2nd place if I avoid spots like these. Is this a spot where I can not 3-bet shove with KQo? If so, what other options do I have? A. Raise/Call B. Raise/Fold C. Call or D. Fold?

Is this BTN's standard open? If so I would happily shove even against nitty player - if it's larger than normal and BTN is a weaker player this is usually a tell of a bigger hand like AK JJ that doesn't want to be flatted - maybe an exploitative fold?

We just hit a new blind level, but his normal open range with be 2.5BB, in this case 15K or so, so it is slightly bigger.

Yeah it's a bit concerning that he's raising almost 3x there. Given the ICM and table dynamics I think I would let it go.
