Yes, easy fold. It isn't a very drawy flop so his range is going to be pretty strong there. Calling out of the BB he could have the 64 2p in addition to sets. Heads-up his range can be wider but this is a 4-way pot. He ain't bluffing or making a move with a lower pair there.
