I like to 3-bet pre in situations like this:
0) offsuit broadway is not a good hand post-flop
1) CO stack is not that deep and he might willingly fold if he is trying to steal
2) KJ are two blockers

3bet him on flop and see his next action.if he continues this barrels,so you can put him in strong hands (88,66,22,TT+)
