This spot pre is difficult imo. You see two limps and then SB limps. Best case of raising is getting two folds and SB call, otherwise 99 OOP isn't a hand to inflate pot yet. I think a larger sizing is needed if raising. 6-8 BB because a 4 BB raise is pricing in the IP players. I would check and see flop. On flop, maybe check planning to call a bet or even check/raise. Hands calling the c bet here are winning or floating, so making pot larger is bad for OOP.
Turn, as played, seems like a check and look for cheap showdown.

I tend to play very carefully vs UTG limps unless I got a very good read on them. I prefer flatting in this spot & if we decide to squeeze definitely go bigger then 4bb. I absolutely hate the 1/2 pot flop bet since a lot of UTG limp range is Ax, no matter if they are trapping or just bad.

I don't think raising pre is particularly close, 99 is just too strong, there's a lot of deadmoney and I don't even mind getting it in against UTG tbh.

I'd go very small on the Flop or check, that sizing is definitely a mistake imo
