I think I would fold to utg open readless, and shove something like 99+,AQ+

vs late/steal position open would jam most likely.

I agree with wowsoooted.
One thing I'd add except that he is opening from UTG, there are shorts in blinds (SB with 7.5B) not to mention CO and BTN with less than 8BBs.
If he is a bit capable, he won't open bet in this spot unless he intends to call the shove of the short stacks so he's range here will be even stronger.. maybe he intends to fold when a 16bb+ shoves and call only 10bb shove or less, but still don't think 77 is good considering this and the shorts after you.
