I just want to know if I should be having a 3b range in these kind of situations.

For example 4.40 bounty builder:

villain 1 has been limp/folding and is loose passive. Villain 2 has been raising his limps to 5/6x+

V1 limps in UTG+1 off 50bb
V2 isos too 6bb in LJ

I cover both.

should I have 3b range here and if so what would it look like?

Without knowing stack depth this is difficult to answer. You should certainly have a three bet range. In your example it seems clear that V2 is raising wide to iso and steal from limper. In most tournament play you will be shallow and should use a polarized range. In general you would 3! 99-KK AK AQ AJs and include some bluffs like A2-A5s and maybe JTs or a few other broadway suited blockers. AA is a call to protect bluff ranges when polarized. Other hands can also be calls, especially in position against raiser.

In your specific example, I would certainly 3! V2 with KQ+ 77+ and call very wide as any pair or draw is most likely good verses this opponent's range. You could shove many hands against this opponent.

You're definitely going to want a 3bet range there.

At the bigger size my range would be more polar, and because the price goes up the number of hands I 3bet would be smaller. So I'd still be 3 betting premiums, but balancing with A2-A5 suited as well as K9 suited and a smattering of other blocker oriented suited hands. I'd move my better suited connectors and suited gaps to the flat range, since they play well 3+ handed and V1 is loose passive so I'm not too worried about getting blown off my equity.

I also know nothing of bounty builders, so there's a grain of salt. Even with no knowledge of bounty builders I'm still pretty sure you'd want a 3bet range.
