If everyone reached nash equilibrium in this game then it's shoving, here is the whole range:

Suited I am jamming this, unsuited doesn't feel as great but if we're doing this against anyone at the table this is the guy. Stats indicate he's the loosest preflop at the table and there's plenty of fold equity here so shoving here seems to be reasonable.

All that being said I probably just fold and look for a better spot.

^^ The sample size is only 55 hands, any conclusion derived from this sample is pretty dubious. Even if it was a large sample size, like 55K hands, RFI=21% does not really mean that he is loose. Maybe he opens wide from late positions but stays tight in early positions.
