Ordinarily I'd insta-shove this. However, I've been on the same table is this villain for a while. Prior to the money bubble popping, when there were 29 players left he was maxing out his time bank on every hand despite having the highest stack at the table. Since the bubble burst he's been playing as normal and has opened a few pots

It's my first time seeing him and over 35 hands he's 14/11 with zero 3bets so far.

Pretty nitty with no 3b in 35 hands - I think you answered your own question.

If I'm not shoving is simply calling an option instead or is that the worst of all?

If you're folding it's because his range is really strong, so why would you call and see a flop? You only have 15bb, the BB has 11, but instead of shoving he makes a standard 3b. He's not likely 3b/folding so that looks like a clear value 3b.

If you were much deeper you could see a flop but if you call the 3b he's just going to shove the flop. If he were a looser player and could be making this play with hands like AT/KQ, then you should just shove pre.

This is all based on an accurate read of his range. He has very tight stats in a small sample and you've observed him playing cautiously instead of abusing the bubble, so we go with the info we have. Sometimes you just have to fold a good hand.

I think I would open shove 15bb in the CO with AQdd. If someone behind wakes up with a better hand it sucks but the hand is too good to fold and not good enough to trap hoping for a 3bet.

Don’t think 35 hands is really going to be enough for a read to fold this, especially as your read is that they’ve been playing normally since bubble burst. I think this combo is fine to r/c here (or r/4b).
