$10 turbo - top two limped pot facing river raise

early stages of tournament. no reads on villains, but probably a fun player given the limp.
thoughts on raising K9s from SB? I elected to complete and try to hit a hand... which brings us to the flop.
I decide to lead flop to get value from random pairs and flush draws.
happy turn didn't bring the heart, but it completes the gutshot. not too worried, so I continue betting.
flush still doesn't complete on the river. here, I am not sure whether to check/call, or bet/fold. I elect for the latter, I would hate for what was top two pair to get checked through on the river. I bet and get minraised by the fish.
this feels pretty nutty to me, so I almost have to think it is QT. I doubt he has very much two pair that would play this way. he could possibly have a set, but i still discount it due to the way it was played.
