when i hover GWB's bty, it says if i eliminate him i will receive 15 and my bounty will increase by 15. If you look in the lobby it says his bounty is $25. Can someone explain this to me please?

Also, if it's a $10 PKO, why do the bounties start at $2.50 and not $5.00?

I’m not sure on your specific question with the $25 bounty, but typically in a PKO when you knock out a player half of his bounty goes to you as cash and half is added to your bounty. On the site I play (One of the US PokerStars) it displays the amount that you will win if you knock out the player - ie half of their bounty. This could be why you are seeing $2.50 for the bounty in a $10 PKO (assuming that $5 of the buyin is the bounty) - that would be what you win when you bust that player.

In my experience (which is on ACR mostly), the lobby displays the amount of bounty prizes the player has won so far, not the bounty currently on their head.

As far as the buyin vs. bounty size-- in a PKO, half the money goes into the standard prize pool and the other half goes to the bounties. So in a $10 PKO, $5 goes into the standard prize pool and the other $5 goes into the bounty pool.

The "progressive" part of "progressive knockout" is that when player A eliminates player B, half the bounty is paid out directly to player A and the other half is added to player A's bounty.

So in a $10 PKO, if you knock out someone on the first hand, you get paid $2.50 immediately, and the other $2.50 is added to your bounty. Now your total bounty is $7.50, and if someone eliminates you, they're paid $3.75 and the other $3.75 is added to their bounty.
