It's not easy to find 60/40 spots on a 12BB stack. If they're really calling anything they open with, then, as Asjbaaaf said, you get a lot more equity in the all-in even though you're at risk. And there's a long way to go in this tournament, so I don't think you can start worrying about passing up 60/40s because of ICM. Getting it in ahead and holding gets you back in the game and gives you more opportunities to win bounties yourself.
And I also agree that since he's opening wide, he might still fold to the 12BB shove more often than you'd think, while still planning to call the 7BB shove.
