[MID] MID pairs, early stage

Hi guys
Maybe kind of standard situation. But feel like im having trouble playing mid pairs in different tour spots.
Inputs/thoughts appreciated 🙂
Tour info:
Live tour, 250$, 130 entries,
10% advance to day 2 = ITM.
~ 90-100 players left.
Hand plays in level 6 (re-entry ended lvl. 4): Blinds 400-800-800 (ante).
Table plays 8 handed.
Table info:
Table dynamic is moderate. Mostly strong hands are shown in bigger pots. Mid pairs, draws etc. are not overplayed, but in most cases action is: c-bets followed by chek downs/smaller bets/calls... Few steals here and there, but nothing remarkable...
Hand/Player info:
Player 1-2 folds.
Player 3 (50 bb), LAG young asian guy, most active player at the table, high 3-bet %. He just lost 8 K pot with A9 vs AQ, two hands ago (seems frustrated). He raises to 2K from MP.
Player 4 Hero (22 bb) with 9♤9♡. Hero plays tight/passive. Has folded nearly every hand for last 2 levels. Call/folded (to c-bet) a few hands = Weak/tight image.
Your recommended action on Hero (with 4 players still to act vs. LAG opponent)?
Call? Fold? 3-bet? Jam?

Standard jam. You could 3-bet small to try and induce a wider 4-bet range than would call your jam, which also allows you to preserve your tournament life should another player move all-in and the original raiser isolates. The small 3-bet looks super nutted with your tight image at this stack depth, so i'd rather take that line with a bluff (like A5o, something that can't quite jam and with good blockers) or when you have a looser image.

I jam here mostly with 99 unless it is a UTG (or UTG+1) open from a tightish player.
The other option for me is call and basically set mine or get aggressive on a flop with no overcards. I only would do that against very tight players.
If your image is weak/tight then people may fold TT behind you if you jam as well as AJ and even AQ.
