It is illegal to cyber squat. See this about typosquatting: http://en.wikipedia.org/wiki/Typosquatting

Let's say I looked exactly like you. And since Thayer Rasmussen is obv a big deal, I decide to look as much like you as possible (Yankees hat, etc) in the hopes that someone will mistake me for you when I go play a WSOP event. Luckily for me, a poker site marketing person comes up to me and says "WOWOWOW are you really thayer? You're totally awesome man. I'll give you 1k if you wear this patch on your shirt. I also really like what you did with the E in your name." So I accept the money and I proceed to wear the shirt and play the tournament. The rep later sees the real you, but he thinks he already talked to you, so he doesn't approach you and you never get paid for wearing a patch.

Do you think that should be illegal?

You've got the % wrong -- it's actually 99% that Full Tilt owns them. The usage of SafeNames as the registrar makes it very unlikely that it's a random affiliate. Also, as I said, the domains reverse IP back to the Full Tilt server.
