Snap call. Villain almost never has the case 2, especially when he limps from UTG+1, and he would raise pf with most pairs over 99. Likely he has Ax, a smaller PP or air.
Of course, they'll be times when this is only teh nutz hoping it looks like a bluff. I might find a fold if one of the blinds was doing this (but probably not), but I just can't put someone in that EP with a 2.
without a read on villian, i'd fold. you must have some read on him, since it's 30/60 by now.
actually, 99 is borderline call. 88 i'd fold, 77 i'd def. fold. a tight player could be limping TT etc, a loose player could be limping 2x, but this line is rarely a pure bluff with air (villain just doesn't understand relative hand strengths) with a hand like JT or 76s etc.

Reason: the most important source of info for your "read" isn't his pf limp, it's the fact he's shoving 9xPot on the flop (any flop).
