Customer Service, trying to reach anyone

When trying to contact CSR, my calls often drop before they begin. When I do connect with a rep I have that terrible echo where it sounds like I'm having a conversation with myself. This is most likely due to issues being handled by a call center in India. When I speak to these Reps, nobody seems to have a clue, and no-one follows up even though I get emails saying I was reached out to by phone. I reply to these emails that they should leave a voicemail then and I have zero unrecognized missed calls as of late.
Does anyone know if there's anyone to contact in the States? I've wasted a lot of my time due to errors on there end, then trying to connect with a Manager and finally researching how to get in touch with someone who has any clue.

We just gave you a call on your registered phone number. You can call that number back at a better time for you.
