to the point: nowhere i have ever read that HUDs are intended to make you a worse player. the intended purpose of a HUD is to make you a better player. even more, their very purpose is to give you an advantage over other players.
next to the "inherent" keyword: no cheating device i am aware of makes you inherently better. all cheating devices require at least some fundamental knowledge of how they work and/or how they are to be used. the fact that they require some knowledge to be useful does nothing to qualify them as cheating tools or not. to qualify them as either of the two you have to exclusively look at the device and its intended purpose.

1) Yes, a hud is meant to make you organize information in such a way to assist in multi-tabling. 1a) Many folks, such as yourself, aren't able to assimilate the information in a helpful way.
2) It's not cheating if the site allows it. You lose all credibility when you try to label an allowed program as cheating, and it makes you look like an idiot, to boot.
3) I'm not the hud police. I don't really care. Most of the games I played on Stars didn't require me to use a hud, as the player pool was fairly small. If they allow huds, fine; if they disallow huds, fine.
