you can choose your winter in Croatia,
in the North, capital Zagreb, there is a moderate climate with moderate winters, probably something like 7 days of snow per year. These days is like 10 degrees celsius and winter days are over. Sometimes February can still be snowy idk there is no specific rule on this.
If you drive just 100-150kms souther there is a mountain region with longer and colder winters (these days still a lot of snow)
However if you go more south, like 150kms more, you'll come to the seacoast (south-east part of the seacoast is called Dalmatia)
in Dalmatia, there is no snow, and temperatures are rarely below 10 degrees celsius (and that around 10 is for only few weeks per year) other parts are mainly 15+, and most of the year is 20-40 degrees celsius.

That's more or less about winters overhere, however, Croatia can offer much more during spring and summer. In general, I'd say that quality of life is pretty high despite the fact that we don't have so good economy people still live very well, even though, they are not always aware of it because of lack of experience of living-working-spending time in other parts of the europe/world
