I haven't looked at WS budget but a decrease in spending isn't necessary to trim budget deficits. Spending growth < real economic growth will work most of the time. So the decrease in spending meme you're promoting is a red herring. An increase in tax revenues should be roughly proportional to an increase in real economic growth.

Well this is a big ****ing lol bucket of idiocy. Walker still cut the government in wisconsin by a big chunk from what was planned before him. The surplus is bigger than expected because of growth and the increased tax revenues that come with that growth:

The state curtailed spending by making cuts that liberals bitched about for weeks. Overall spending increased, but by not as much as was previously planned. Cuts, like the 800m cut to schools, happened.

Wisconsin's budget situation is in a much stronger position than California's. Brown has things going in the right direction but I doubt pensions in Wisconsin are in as much trouble as they are in California. Plus, and I'm going off memory here, Brown did a lot of cutting iirc similar to Walker. Again, cuts that democrats bitched about for weeks in wisconsin.

You are correct. Higher taxes with prop 30 and an improving economy in California. Moonbeam stills seems hell bent on blowing billions on the high speed rail boondoggle though. I don't remember what Walker did about taxes .

I like brown a lot but that high speed rail is about the worst idea ever.

Fiscally i think he's more conservative than a lot of conservatives but he has random spewy moments.
