Trump could very well have been just as anti-PC and passed a big amnesty like Reagan and Trumpkins would still love him, because it's about appearances, not policy.

San Francisco doesn't pass laws mandating segregation. They believe in freedom and people have moved to wherever they want and could afford. Some people might say there's some unfairness in the distribution of affordable housing, but the segregation is not caused by racist policies - at worst it's caused by the absence of affirmative action.
