This could indeed be part of the payment for the hacked emails that were released by Russia to Wikileaks three days after Donald Trump excitedly met with an agent of the Russian government who promised him information that would hurt Clinton.

More likely it was a release of funds (like the Iran deal) as the US's way of apologizing for implicating Russia when really the Clintons obviously had Seth Rich killed for leaking their illicit activity. Sounds more plausible.
