another interpretation which is highly possible, is that an important type of information that the russian government can provide that their donors and campaign professionals cannot, is espionage. in fact, the only reason to take this meeting instead of relying on your own many enthusiastic american political donors, is because the russian government has a tremendous spy agency and has been intent on directing espionage against the united states for many decades. it is very reasonable to believe they collected intelligence through their normal course of spying on the united states' secretary of state. meeting this person in secret to make a deal in exchange for foreign espionage against the usa is a very high crime indeed, and all signs are pointing to this, rather than an uninformative meeting about adoption.
