Voter turnout for the fringe groups may reveal that these people exist but when less of them vote for fringe parties it doesn't necessarily mean less of them exist (or vice versa).
It could just mean the agenda of the mainstream parties are sufficiently polarized that the loonies are happy to support them.
Or alternatively in the US, if support for the mainstream parties is exceptionally high that certainly doesn't mean that the country is less polarized. It may even be the opposite - since it could just imply that people are so concerned for the outcome of the election that they're forced to vote pragmatically.
