Depends on how you measure IQ, I suppose. There is a lot of controversy surrounding standardized intelligence tests. The main criticism is that they are normed for white males and not nearly diverse enough. So what would be a better way of measuring intelligence? Level of schooling? That ignores cultural and economic variables. The question is flawed as there is no definitive answer aside from op's racist flawed observations.
