Florida possibly not the stupidest state in the union?

Shannon Anthony Scott received a late night call from his daughter, who was driving home, telling him that they were being followed by what would later be described as 'women thugs.' When his daughter and her friends got home, Shannon told them to lay on the ground and stepped outside with his .380 pistol.
He did indeed fire his gun to 'defend' his daughter, but there was one problem. He fired at Darrell Niles 92 Honda Accord, an innocent bystander.

Later this night, Scott did not identify his name to police nor did he tell them that he fired a gun.
Shannon Anthony Scott has granted immunity from prosecution via the South Carolina 2006 Protection of Persons and Property ACT, aka Stand Your Ground. What did Democratic State Rep. Todd Rutherford, who supported the passage of this law, have to say?
Quote:
It is unreasonable to expect that Scott is required “to go back into his house, in his castle … and hope that the cavalry (police) are going to come … . All that matters is that Mr. Scott felt his life was in jeopardy. We know that because everyone there felt their lives were in jeopardy,” Rutherford said.
...
Rutherford acknowledged that Niles was an innocent bystander, who in all probability was on the scene because he intended to help Scott’s daughter.
...
Scott was fearful of a drive-by at the time he fired his gun at Niles’ 1992 Honda, and he was “faced with what he thought was an imminent threat” from Niles’ car, Rutherford said.
According to the SC Solicitor April Sampson, Shannon Scott had a sign in his window that read ‘Fight Crime – Shoot First.’ Darrell Niles would pay the ultimate price for Scott's ardent defense. Darrell Andre "Boo-Boo" Niles, 'a cool guy,' a Keenan High School basketball player, was shot dead as an innocent bystander for what Scott's lawyer said most obviously 'ended up being in the wrong place at the wrong time.'
