You know what else is unevenly distributed through the city? Poverty. I'm guessing those maps line up pretty tightly.
Here's what you should do. Start
here with some, you know, actual crime statistics broken down by neighborhood. Then do some additional research to determine all the important demographic factors for each neighborhood - things like income, education, school quality, etc. Once you have a solid grasp on factors that are highly correlated with the violence, you can start thinking about what's "causing" it and how to fix it. Let us know what your research shows.
