What is the difference between the national guard and the Chicago pd? The Chicago pd has machine guns, riot gear, miltary uniforms, APC's, helicopters and just about every other thing the military would use in that situation. Also to deploy the national guard is insane.

I can't figure out how to put these graphs up but the Rapes, assaults, burgleries and arson in Appalachia is pretty consistantly much higher then the US average.

This is not to the point of the subject in my OP. My point is that there are a great many mostly minority people being killed and maimed RIGHT NOW. You can go on about poverty and racism but that doesn't help those people right now when it comes to this particular topic.

Suppose that I suggest at least having a discussion about Stop and Frisk w/ the minority community to see if there is a way of structuring it that they would support w/ perhaps a city wide referendum. Is that unreasonable to you?

I've attended community meetings composed of mostly minority attendees more times than I can count. The topic of violence in the community was one of many although nobody ever mentioned anything like Stop and Frisk.
