WPN has the same system as the old stars SNE? Is there anything else/other options, such as a base rakeback?

You can get 27% flat rakeback via various affiliates or if you already have an account you can message support asking them to switch you over to rakeback. Long story short if you're a high volume/high rake player you will make more money from the rewards program than rakeback but I haven't seen an up to date comparison chart. You'd have to do the math yourself.
