the two can (and are) very much related to one another, though. often times when you come into a bank (especially smaller branches) with a somewhat sketchy looking foreign check to a random cashier who never processes anything more than your average day to day transactions your check will get sent out to collections by the bank before your account will get credited with the deposit. this will often take upwards of 2-4 weeks for the check to clear when its international.
now on the flip side of this, for the sites, when there are small international payment processing operations that handle these transactions for US players, they often cut bait quickly when things get sketchy in any way. what exactly constitutes pulling the rug out from under a processor and yanking back funds is anyone's guess.
when this does happen and a check gets sent out for collections, it usually leads to the depositor looking like a sketchy jackass with whomever they're banking with (I'm assuming happened here).
if you can get an in with anyone higher than your average teller at your bank you should probably do it.
