It's only less rake for 2/4 and higher. The majority of players aren't putting in volume (or at least not significant volume) at those stakes. At 1/2 and lower, the rake is the same, with a larger % now being contributed to the Beast that most players aren't going to place high in.
Unless the $15k cap for 1st make a considerable difference in the amount lower ranking players make, then it isn't likely to help many people. All but the top rankers would still pay the same rake, and make roughly the same back (depends on how the money after the cap is reached is distributed).
And I'm not sure how much of a difference the $15k cap for 1st is going to make. Considering near the end of this month the 1st is currently at earning $13.5k. Which means by the end of the month, he'll probably come close to what the future cap will be. And the amount of volume put in by the top earners this month is much more than previous months (137k points this month currently versus 87k points for 1st last month).
Looking at the sites, there doesn't appear to be any good information on how the Beast payouts work. Looks to be some misinformation actually. ACR/BCP site says that the Beast payout will pay 13% (or $30k) of the total prize pool for 1st. However, then goes on to show a chart with a prize pool of $50k-$130k, with 1st getting 9.75%. Then it says the rest is determined by a sliding scale algorithm, but doesn't expand further on it.
Also, what is the tournament package jackpot exactly?
