I'm not yet sure if enough $10 games will be running, but if the traffic is big enough to enable continuous 2-tabling, then you'll be able to get the 2300-3500 games a month needed to become a Colonel in May and a General by the end of the year (or however the Platinumstar and Supernova equivalents are called at your skin) and be better off on Elite Benefits than on rakeback even if you remain a Colonel.
If you grind $2 games and are able to play 4546 games a month (3-4-tabling), you'll be able to sustain Major (=Goldstar), and again, you'll get 19.6% from exchange to tourney bucks plus 7%-ish from Medals of Achievement (=Stellar Rewards), i.e. about the same as if you were on RB. As you'd like to move up to the $10s soon (a $2K+ roll is needed ideally), and you can switch the programs only once, I advise to remain on EB. Even if you don't play that much right now, the gain you'll get from hitting General next year offsets the small loss you'll suffer if you remain a Captain (=Silverstar) or Major throughout this year.
