If I'm not mistaken most sites (including ACR) charge a fee for cc/dc/gc deposits after your initial deposit. It seems that the reason they do that is to cover their processing fees. They could solve this issue by just stating in their deposit polices that their initial deposit minimum is 20.00, all deposits after that the minimum is 50.00 (or whatever number they choose).
Some players may choose to deposit small amounts (especially if they play micro stakes) as a form of BRM. IMO it's pretty obvious why a poker site would prefer a player to deposit more at once, and that is there is a better chance that money will be put into play (and raked). Not saying that's a bad policy as they are in business to make money after all...just be up front about it.
