There is no set exchange rate or source. They sample a variety of exchanges and average the price at the time of the transaction's processing to determine the rate.

do they take any fee or % when u withdraw in BTC?
if i withdraw 4000$ to BTC will i get exactly 4000$ worth of BTC or less?

i've gotten more on a couple of occasions than the current bitstamp price.. for instance I cashed out for $330 the other day but ended up with at the time of transfer like $335 in BTC.

my experience has been "close enough".
