Why not structure it the way Pokerstars structured their rebuys in 2010?
-$10 buy in
-$1,500 starting chips
-Double rebuys
-Add ons available after the rebuy period ends. (On Pokerstars the rebuy period ended after 1 1/2 hours and added $4,000 chips on the add on)
-10-12 minute levels (Pokerstars was 10 min)
With this structure, Pokerstars was able to guarantee $45,000 twice a day (11:00 am and 7:00 pm) and easily hit $75,000-$100,000 on a regular basis. The small starting stack of $1,500 chips motivates players to double rebuy and adds more money to the pot much more quickly. So, you don't need the 5 hour late registration that everyone hates.
With what you're doing, players aren't going to put more than $20-30 in the pot. With the structure I just posted above those same players will easily throw in $50-60 and you'll hit your $20,000 GT much more easily.
