Grey area. On it's own it would certainly not be reportable. But as a part of the whole picture it can be used to lend weight to other offenses (he said he wouldn't help me and he also said "buy your own wards" which I failed to mention earlier).

I honestly think that scary_tiger wouldn't report me and not thresh if he was a player on my team in that game. The ****** comment was in the heat of the moment and out of line. Again, why not report both? Do you only report one player (presumably the biggest toxic player) in each game? Do you never consider the prehistory of what each player does?

True, and that's the most tenuous of his offenses. But if everybody reports him for not playing along with the team, then that can be considered into it imo.
