Yes, it could be worse, don't see how that's an argument in favor. Basically if you get queued up with a duo you get put at a handicap for their presumed advantage, and if you're queued with a duo that isn't around the same MMR it's a double handicap.
Which makes it a good opportunity to dodge, which should also be removed. It wastes a ton of time and encourages toxic behavior when players don't get their role in champion select. There's a huge amount of skill in game selection, and I certainly don't want to bumhunt League of Legends.
