IMO Ashe is not one of those AD carries which can turn a jungle gank in to a 2-0 exchange for your team.. for her, it is important that the jungler does not get close enough to do his thing. So increase in slow >>>> increase in damage IMO.
Ur assuming there is only one context for the CDR on W to be useful. The one you illustrate, getting off a 2nd W when ganked, can be EXTREMELY useful.
Then there are times when you need to use volley in lane to last hit/stop harass/harass. lvl 1 W has a 20 second CD. Maxing it, ur down to 12 seconds. Say you W, then 6 seconds later their jungle comes. During ur run, you will probably get to W. It's literally life and death. conversly, Q does literally nothing, because you will not be stopping to auto attack.
By lvl 7, it's an 8 second CD, but lvl 9 it's a 4 second CD. Ur still going to be laning at this point, and fighting over dragon. 4 seconds vs 20 seconds makes a world of difference, when it's your primary kiting spell, does aoe damage, and aoe slows.
Just in lane, being able to W w/o fear of being on CD (pushing, harassing, counter harassing, etc..)
IMO it's seriously not even remotely close.
oh and Q is rediculous on ur mana. You should be using it almost never early on. I wouldn't use it to harass unless the kill is VERY likely or you'll fk up ur ability to lane.
