Inefficient doesn't mean unusable. It just means that you're spending a bit more for what you're getting when compared to the other items. In the last collumn it often mention what you're paying the extra gold for, so you'll often have to guestimate whether or not the extra cost is worth the extra stats. ie. on the brutalizer it says you're paying the extra 420.33 gold for the penetration/cdr. For 420.33 gold 10% cdr and 15% armor pen seems like a steal.
Full, empty, and breakeven are how many stacks are on the item. A snowball item will often be "full" at 20 stacks, or a Rod of Ages will be full once it stops adding stats over time. Empty is when you just bought the item and it has no stacks yet. Breakeven is how many stacks the item will require for it to hit a non-negative efficiency rating.
Aegis is OP, in regards to gold efficiency, but no need to rush it. If you have it ready for teamfights, though, that efficiency rating is so disgustingly high that it's like you just gave your team thousands of extra gold!
