Short answer, most people don’t want to play. Only having two streets of betting is the biggest detriment imo. Also there are no flops or exposed cards.

Between 1861 (by which time Bluff was being played with a 52 card deck and a draw had been added) and 1987 (when stud - which including Hold'em were legalized in Californian card rooms) 5 card draw was the game whether no limit or limit. It fell from grace because it is relatively easy to play well so your edge over bad players is not that great and because with only two streets of betting it does not generate much action.

There is a variant of high draw called Double Draw: five cards dealt, round of betting, draw, round of betting, draw, round of betting. It did not set the world on fire. Other variants of it as well can be found in Scarne's Guide to Modern Poker.

Much more mainstream was a variant called Jacks Back (played Jacks or better to open and if no one did it when round again as lowball).

It's a boring game. The biggest problems are that there there are no exposed cards, only 2 streets, and the best hand is always a monster favorite over the drawing hand.
